An Atlantic Beach police officer, who used to work for Pickens Police Department, was arrested by US Marshals on Jan. 2.

Akiel Jamar McKnight, 28, of Andrews, was charged with misconduct in office, solicitation of a minor, 3 counts of contributing to the delinquency of a minor, 2 counts of sexual exploitation of a minor.

According to police, the incidents occurred while he was employed with the Pickens Police Department.

Warrants state that on or between the dates of Oct. 1, 2017 and May 15, 2018, “McKnight was employed with the Pickens Police Department and failed to properly discharge his duties by committing the offenses of contributing to the delinquency of a minor, criminal solicitation of a minor and sexual exploitation of a minor.”

Another warrant states that McKnight tried to contact a minor to “engage in sexual activity” and asked the minor to “send the defendant sexually explicit photographs and/or videos.”

The Pickens Police Department asked SLED to investigate.

McKnight was recently employed with the Atlantic Beach Police Department, according to Chief Quentin Robinson.

He said McKnight was hired on Dec. 13 and was still on his probationary period. Robinson said he was not aware of the SLED investigation when they hired McKnight.

McKnight was fired Thursday, Robinson said.

After receiving and reviewing a thorough report from SLED, the Town of Atlantic Beach is justified in terminating Akiel McKnight from his probationary period with our Police Department. McKnight’s termination is effectively immediately this 3rd day of January, 2019 at approximately 2 p.m.

ABC 15 requested McKnight’s file from the South Carolina Criminal Justice Academy (SCCJA).

He has worked in four departments including Atlantic Beach Police; the city of Georgetown’s police department; the Andrews Police Department and in Pickens.

He worked in Pickens from Jan 2016 to May 2018. In Andrews from June 2018 to October 2018. He worked in Georgetown for one day in October 2018 and then was hired in Atlantic Beach in December, according to his record.

An affidavit in his SCCJA file shows that in December Robinson did a background investigation on McKnight and that he was of “good character” and didn’t have any criminal offenses.

A report in the file from SCCJA regarding his employment with Georgetown states he was terminated due to “supplemental information obtained after a background investigation.”

A public record search shows that McKnight filed a federal lawsuit against the Pickens Police Department, the city of Pickens and two other people.

The lawsuit states that while McKnight was employed as an officer, he was romantically pursued by another male, who send him nude photos that McKnight claims he didn’t solicit.

In April 2018, McKnight was suspended for two weeks without pay for conduct unbecoming of a police officer, according to the lawsuit.

McKnight claims in the lawsuit that he didn’t violate any rules or laws and made an employment grievance with the city administrator.

During the grievance meeting, the police chief changed his ruling from conduct unbecoming of a police officer to contributing to the delinquency of a minor, which McKnight denied.

A month later, another meeting was held and the police chief changed his position again and stated that McKnight violated an order of the department.

In May 2018, McKnight was suspended and then fired.

In September 2018, the EEOC issued a right to sue letter to McKnight.

He’s asking for damages for libel, slander and defamation.

The City of Pickens responded to the federal lawsuit and denied all allegations.

Chuck Thompson, the city’s attorney, said they will defend the lawsuit to the best of their abilities.

McKnight was transferred from J. Reuben Long Detention Center to the Pickens County Detention Center.

LOS ANGELES, CA — A former Los Angeles Unified School District police officer pleaded guilty Monday to a federal computer charge linked to an attempt to solicit a 15-year-old girl for sex.

Mauricio Edgardo Estrada admitted to U.S. District Judge Dale Fischer to using the internet to plan the paid sexual encounter with a minor. The “girl” turned out to be an undercover law enforcement officer.

Estrada, 29, responded to a Craigslist advertisement promising sex with a minor in April 2016. He exchanged emails and text messages with the “girl” and agreed to pay $150 for sex, according to his plea agreement, filed in Los Angeles federal court. His sentencing is scheduled for Nov. 13.
Prosecutors are asking for a sentence of five years behind bars, followed by 10 years of supervised release.
Estrada was originally charged last year with attempted sex trafficking of a child and use of the internet to induce a minor to engage in criminal sexual activity, but federal prosecutors subsequently filed the new charge to which he will plead.

When he arrived at a gas station in Artesia to meet the supposed girl, Estrada had $150 in his possession and condoms, court papers show. He was taken into custody by sheriff’s personnel and subsequently released after posting bond.

Estrada was hired by the school district in December 2013 and placed on administrative leave after his arrest. It is unclear when he left the district’s employment. The case does not involve a student or any of the district’s campuses.

VILLE PLATTE La. (KLFY) – A former Ville Platte police officer accused of forcing women to pose for revealing pictures to avoid getting arrested entered a guilty plea today.

Larry Fontenot pleaded guilty to one count of abuse of office and two counts of intimidation by an officer.

Fontenot was sentenced to 5 years of hard labor, which was suspended, and 5 years’ probation.

For the officer intimidation charges, Fontenot was sentenced to 6 months in jail, which was also suspended, and 1-year probation for each count.

As part of the plea, Fontenot can’t hold any type of law enforcement position and has to attend court ordered counseling.

LOS ALAMOS, N.M. (KRQE) – A former Santa Fe County Sheriff’s Office deputy has been arrested for inappropriately touching two female family members. The molestation allegedly took place while he was a deputy.

Los Alamos Police say they arrested Dustin Bingham, 36, on Wednesday, May 3, during a traffic stop on a warrant for eight counts of criminal sexual contact of a minor.

According to the arrest warrant affidavit, Bingham is accused of fondling two female relatives.

Bingham lived with the two girls and their family for several months in late 2015 through early 2016, sleeping in the same room as one of them. He then babysat the girls many times after. The time frame of all the allegations is Nov. 2015 to April 2017.

According to the affidavit, the girls told Bingham’s father what Bingham did. He then confronted Bingham. During that interaction, Bingham reportedly said, “Dad, I’m guilty.”

Dad told police the family initially considered dealing with the issue within their Mormon church, but for whatever reason, they ended up going to the Los Alamos Police Department instead on Wednesday, May 3.

While dad talked with LAPD officers, he called Bingham and put the call on speakerphone. Police recorded it.

During the call, Bingham admitted to touching the girls’ breasts and said he “needed help.” At that point, his arrest warrant was drafted.

“We are looking into any other potential victims and if there are, we would encourage them to contact the Los Alamos Police Department,” LAPD Cmdr. Oliver Morris said.

KRQE News 13 reached out Santa Fe County Sheriff Robert Garcia who said there were no red flags when he hired Bingham back in April 2015.

Bingham had previously worked for the Los Alamos Police Department as a detention officer. It’s unknown why he left that position.

“You depend on law enforcement to do those kinds of investigations, but when it comes up that one of your own is being accused or alleged to have done something inappropriate, it’s very disturbing,” Sheriff Garcia said.

Sheriff Garcia said he actually knew of the allegations as early as January, when he was contacted by the girls’ family.

Sheriff Garcia says he launched an internal affairs investigation into the matter and called New Mexico State Police for an outside investigation.

During the internal affairs investigation in February, Bingham resigned.

KRQE News 13 reached out to NMSP to determine what happened to their investigation into Bingham, and was told the case is pending review at the District Attorney’s Office.

A former Hot Springs police officer is accused of molesting a 9-year-old girl on multiple occasions beginning earlier this year.

The Sentinel-Record in Hot Springs reported that Paul Henry Allen, 41, was arrested Wednesday by the Malvern Police Department and transported to Garland County, where he was taken into custody by sheriff’s deputies.

Allen resigned Tuesday from the Hot Springs Police Department, one day before his arrest on four counts of second-degree sexual assault, according to the newspaper.

Hot Springs Police Chief Jason Stachey said in a statement that the Garland County sheriff’s office and the Arkansas State Police’s Crimes Against Children division continue to investigate the accusations “to ensure complete objectivity and transparency.”

The reported sexual abuse started Jan. 6 at a location in Garland County, according to the affidavit filed in Garland County District Court.

The girl told authorities that Allen on more than one occasion touched her inappropriately.

The newspaper, citing text messages reviewed by investigators, said Allen admitted to touching the girl’s buttocks “four or five times.” The former police officer also reportedly said he was “f***ing sick” and “sorry for what he did,” adding that he didn’t want to go to prison.

Allen joined the Hot Springs Police Department in May 2005 and had achieved the rank of officer first class, according to the Sentinel-Record.

Garland County jail records show Allen was released on $10,000 bail. He is set to appear May 15 in district court.

A Philadelphia police officer has been arrested on child pornography charges.

Officer Emmanuel Folly, 25, has been charged with Sexual Abuse of Children, Possession of Child Pornography; Sexual Abuse of Children and Dissemination of Child Pornography.

Police say Folly, a three-year veteran of the Department, assigned to the 18th District, surrendered himself to Internal Affairs Unit on Tuesday.

Police say in March of 2016, members of the Special Victims Unit used a program to proactively search for individuals viewing, downloading, and sharing child pornography.

According to police, the search discovered an IP address that downloaded child pornography, and that IP address was registered to a residence on the 3300 block of North 15th Street.

On November 17, 2016, police executed a Search & Seizure Warrant at that location and seized a laptop computer, a desktop computer, and a computer tablet; those devices were submitted to the FBI for forensic analysis.

While executing the search warrant, police say it was discovered that Officer Folly resided at the home with his parents.

After further investigation of the devices, police determined that Officer Folly was the owner of the laptop computer; they say child pornography was recovered from that device.

Philadelphia Police Commissioner Richard Ross has suspended Folly for 30 days with the intent to dismiss.

The investigation is continuing.

Dinwiddie deputy charged with sexually abusing 13-year-old girl in 2015

A Dinwiddie County sheriff’s deputy was arrested Wednesday on charges of sexually abusing a 13-year-old girl in 2015.

A Dinwiddie Circuit Court grand jury handed up indictments Tuesday charging Hector David Jimenez, 45, with aggravated sexual battery and taking indecent liberties with a minor, both felonies, between June 1, 2015, and Sept. 30, 2015, according to copies of the indictments.

The charges allege that Jimenez, of the 4200 block of Tower Court in Dinwiddie, sexually abused a girl by force or intimidation and propositioned her to perform a sex act. Authorities said he is acquainted with the victim.

Jimenez, who had been employed as a Dinwiddie deputy for about one year, was arrested about 11 a.m. Wednesday after being fired from the department, said Dinwiddie Commonwealth’s Attorney Ann Cabell Baskervill.

Dinwiddie Maj. William Knott confirmed Jimenez’s termination, adding that the former deputy had been employed with the department just over a year. The offenses for which Jimenez is charged occurred before he was hired in Dinwiddie.

Jimenez was a law enforcement officer in another locality at the time of the offense, but it couldn’t immediately be determined where. He was previously employed as a deputy in Richmond and Petersburg, Baskervill said.

Baskervill said the victim was 13 at the time of the offense.

The prosecutor added that Jimenez represented himself as a law enforcement officer to the victim, and his position of authority is an element of “intimidation” that establishes the offense of sexual battery.

“Everyone is equal under the law,” Baskervill said in a statement. “The very concept of the rule of law means that the law applies to everyone, including law enforcers, lawmakers, everyone. Seeking justice, including by respecting the rule of law, is the highest priority and obligation of every prosecutor.”

“In learning of these indictments, I hope citizens will see these principles in action,” Baskervill added. “I hope news of these indictments will affirm that citizens can and should trust and have confidence in the systems they rely upon for protection, public safety and justice. Unfortunately, as here, we cannot always prevent tragedy and wrongdoing. But we can, and we do, and we will, work and fight for what is right and for justice to prevail.”

Jimenez is being held in the Meherrin River Regional Jail pending a hearing in Dinwiddie Juvenile and Domestic Relations District Court.

Off-duty officer allegedly exposed himself to children, police say

PENNSVILLE TWP. —  An off-duty police officer has been charged with lewdness for allegedly exposing his genitals to two children in a restaurant bathroom, police say.

Anthony J. Minguez, 31, of Carneys Point was also charged with disorderly conduct in the case, according to Pennsville Police.

Minguez is a Penns Grove police officer.

According to authorities, Pennsville police were called to the Applebee’s on North Broadway around 8:20 p.m. Wednesday.

They were met by a Penns Grove woman who said that while her 13-year-old and 9-year-old sons were in the men’s bathroom, a man exposed himself to them. According to police, the mom said her children ran out of the bathroom and told her about the alleged incident and she called police.

The man allegedly seen in the bathroom was later identified as Minguez, according to authorities. He was off duty at the time of the alleged incident.

On Thursday morning, the woman came to the Pennsville Police Department to sign complaints against Minguez — one for lewdness and one for disorderly conduct.

“We have been advised that a citizen complaint was signed against one of our officers at the Pennsville Township Municipal Court,” said Penns Grove Chief of Police John T. Stranahan Sr. “We have not been provided a copy of any of the information from the complaint.

“As in any case involving an officer, this matter will be forwarded to our Internal Affairs investigator for criminal and/or administrative review,” Stranahan said Thursday afternoon. “There can be no further comment by this agency until a review of all information is conducted via the Internal Affairs process and subsequently reviewed by the county prosecutor.”

Stranahan said that Minguez remains on duty.

Minguez was expected to be served with the summonses Thursday afternoon. According to the complaints, he is set to appear in court June 1.

Minguez was hired as a Penns Grove police officer in late June 2011.

“Our members are not above having charges filed against them just because they wear a uniform,” said Lt. Bob Gant, president of the Salem County Fraternal Order of Police. “They are entitled to a fair hearing and court proceedings as any other resident in Salem County. As with any charges filed against someone, these things need time to be sorted out through the proper channels.”

Community activist Walter Hudson called a press conference in the borough Thursday afternoon calling for Minguez to resign. He was joined by the boys’ mother at the event.

Hudson this month was granted an early end to the term of probation he was sentenced to after admitting to assaulting another Penns Grove police officer at a youth basketball game.

He is also running for a seat on Penns Grove Borough Council.

The Salem County Prosecutor’s Office will handle Minguez’s case now.

James Blair will spend up to 19 years in prison for statutory rape. He will also have to wear an ankle monitor for the rest of his life as well as register as a sex offender.

The 14-year-old’s mother was in the courtroom during the plea and sentencing. She spoke out after court, but Channel 9 is not identifying her or showing her face in order to protect her daughter.

“I’m happy with what happened in there, because he kept contacting my daughter through jail,” the mother said.

She said it has been a tough year for her family after she told Channel 9 that Blair volunteered to mentor her daughter, but eventually she learned he’d had inappropriate contact with her daughter in his police car and at his home.

“My daughter is going through so much she’s really hurt. He manipulated my daughter, he manipulated my family,” she said. “My family is upside down but we’re trying to pick up the pieces and trying to move on.”

She is working to forgive Blair, and she’s preparing to welcome the baby.

“My heart is so broken. We got this new baby coming. I’m going to love this baby,” the mother said.

She believes Blair may have done the same thing to others while working with police.

“In my heart, I know there’s other victims,” the mother said. “Please come forth so we can put an end to all of this.”


Text messages led to officer’s arrest 

Channel 9 reporter Ken Lemon broke the story in September on Twitter.

Blair was taken into custody after being arrested at the teen’s house. SBI agents were there talking to the family when Blair showed up, officials said.

Blair was charged with one count of statutory rape and more charges will follow, officials said. His bond was set at $1 million.

“My heart was broken,” the girl’s mother told Channel 9 after Blair was charged.

She said Blair volunteered to mentor her children. She said she was reluctant at first, but then agreed to it because he was a police officer.

Blair and the woman’s daughter had been texting on her phone, the mother said.

She said she then discovered text messages indicating that he took advantage of her daughter.

“He tore my life apart,” the mother said.

She said the veteran officer came to her home asking to connect with her 14-year-old daughter, who had run away before, and her sibling.

“To show them, ‘Hey, policemen are good,’” the mother said.

Blair would visit often and even took them on a trip.

Then the mother discovered text messages that indicated her daughter was pregnant and that Blair was the father.

One of messages, which was in the hands of the SBI, states, “If you keep that baby I’m done and you know it.”

Another said, “Do whatever you wanna do, just remember I love you and name it after me.”

She went to Gaston County police and they contacted the district attorney. He asked the SBI to investigate.

“I did meet with him. I told him how bad he broke my heart. How he betrayed my family,” the mother said.

She said Blair had inappropriate contact with her daughter at his home and in his patrol car, and told Channel 9 that he confessed to her.

“He told me he took her virginity. He told me it was his baby. He told me things happened and he said he was so sorry. And he kept saying, ‘Please forgive him,’” she said.

She said then Blair asked her to do something that she considered unimaginable.

“‘Get rid of the baby or I’ve lost my life. I’ve lost my life.’ How do I kill a baby? I don’t kill no baby. I don’t believe in abortion,” the mother said.

Blair has been on medical leave for the past 80 days, which started before the investigation began.

The girl’s mother said she may not have known what was going on if she didn’t read it on her phone.
